Whether the MBSFN transmission mode or the single cell multicast transmission mode is used to transmit the GCSE service data is determined based on UE capability information and UE location information. When the single cell multicast transmission mode is used, the MCE instructs an eNodeB (eNB) to use the single cell multicast transmission mode to transmit the GCSE service data.
