When receiving a measurement report from the UE that does not include cells implementing the particular RF band, a timer may be initiated during which subsequent measurement reports may be received from the UE. If a subsequent measurement from the UE includes a cell corresponding to the particular RF band, the UE may be instructed to connect to such a cell.
