The system determines a sector power ratio for the first node and the second node; determines that at least one node has a SPR value above a predetermined threshold, and then receives historical data for the first node and this second node. Based on the historical data received, a physical cell identification (PCI) value is determined for each node and the node with the lower PCI frequency change from a UE perspective is assigned as the anchor node for one or more UEs.
