The method begins with determining if a cell site has heavy uplink use. Once a cell site has been found to have heavy uplink use, a list of neighboring cell sites is retrieved. The neighboring cell sites may be analyzed to determine if they have heavy downlink use. The method then proceeds to determine if the neighboring cell sites with heavy downlink use can be downlink blanked.
