A first set of either expected or real time connected user devices prior to the outage event are identified. A first subset of the first set of user devices that are wirelessly connected to any of the plurality of base stations other than the first base station during the outage event are identified. Furthermore, a second subset of the first set of user devices that are not connected to any of the plurality of base stations during the outage event are identified.
