According to the present invention, a free transmission diversity antenna for transmission to the edge of a cell is used to send a signal to a terminal located around the center of the cell without causing interference to a terminal located around the edge of the cell. The two terminals located around the edge of the cell and around the center of the cell are paired for simultaneous signal transmission. A signal directed to the edge of the cell and a signal directed to the center of the cell are sent with greatly different transmission power. This reduces the interference caused by the signal directed to the center of the cell to an insignificant level for the terminal located around the edge of the cell.
