According to the reported information, a prediction index of the target UE is determined, wherein the prediction index is a signal to interference plus noise ratio (SINR) of the control channel or an equivalent reception level (RPPDCCH) of the control channel. According to the SINR or the RPPDCCH, the PDCCH quality of the target UE is determined.
