1

1. A method, comprising: accessing, by a terminal device, a first network via a first subscriber identity module (SIM) card implemented on a basis of hardware in the terminal device; receiving, by the terminal device, an enabling request, wherein the enabling request is used for enabling standby of a second SIM card implemented on a basis of software; and performing, by the terminal device, a second network access process of the second SIM card based on a third-party interface on a basis of an operating system of the terminal device to implement a simultaneous standby of the first SIM card and the second SIM card in the terminal device.

2

2. The method of claim 1 , further comprising displaying, by the terminal device, a user interface comprising information associated with the second SIM card and a button configured to switch on or off the second SIM card.

3

3. The method of claim 2 , wherein the information associated with the second SIM card comprises region information of the terminal device.

4

4. The method of claim 1 , wherein the third-party interface comprises a radio interface layer (RI L) interface.

5

5. The method of claim 1 , wherein the operating system comprises an ANDROID system.

6

6. The method of claim 1 , further comprising receiving, by the terminal device, a selecting operation from a user of the terminal device.

7

7. The method of claim 6 , further comprising displaying, by the terminal device, a button associated with the selecting operation.

8

8. The method of claim 1 , further comprising downloading, by the terminal device, a data file associated with the first SIM card from a network service provider.

9

9. A terminal device, comprising: a memory comprising instructions; and a processor coupled to the memory, wherein the instructions cause the processor to be configured to: access a first network by a first subscriber identity module (SIM) card implemented on a basis of hardware in the terminal device; receive an enabling request, wherein the enabling request is used for enabling standby of a second SIM card implemented on a basis of software; and perform a second network access process of the second SIM card based on a third-party interface on a basis of an operating system of the terminal device to implement a simultaneous standby of the first SIM card and the second SIM card in the terminal device.

10

10. The terminal device of claim 9 , wherein the instructions further cause the processor to be configured to display a user interface comprising information associated with the second SIM card and a button configured to turn on or turn off the second SIM card.

11

11. The terminal device of claim 10 , wherein the information associated with the second SIM card comprises region information of the terminal device.

12

12. The terminal device of claim 9 , wherein the third-party interface comprises a radio interface layer (RIL) interface.

13

13. The terminal device of claim 9 , wherein the operating system comprises an ANDROID system.

14

14. The terminal device of claim 9 , wherein the instructions further cause the processor to be configured to receive a selecting operation from a user of the terminal device.

15

15. The terminal device of claim 14 , wherein the instructions further cause the processor to be configured to display a button associated with the selecting operation.

16

16. The terminal device of claim 9 , wherein the instructions further cause the processor to be configured to download a data file associated with the first SIM card from a network service provider.
