A method of a terminal in a wireless communication system, the method comprising: identifying that a medium access control (MAC) reset occurs; if the MAC reset is performed, stopping a periodic power headroom report (PHR) timer; receiving, from a base station, information related to an uplink resource; identifying whether the uplink resource is first allocated for a new transmission since the MAC reset is performed; when the uplink resource is first allocated for the new transmission since the MAC reset is performed, starting the stopped periodic PHR timer, even without transmitting a PHR; triggering a PHR, if the started periodic PHR timer expires; transmitting, to the base station, the triggered PHR ; and starting the expired periodic PHR timer after triggering the PHR.
2. The method of claim 1 , wherein the PHR is first transmitted since the MAC reset is performed.
3. The method of claim 1 , wherein the MAC reset is performed before a handover of the terminal.
4. A terminal in a wireless communication system, the terminal comprising: a transceiver; and a controller configured to: identify that a medium access control (MAC) reset occurs, if the MAC reset is performed, stop aperiodic power headroom report (PHR) timer, control the transceiver to receive, from a base station, information related to an uplink resource, identify whether the uplink resource is first allocated for a new transmission since the MAC reset is performed, start the stopped periodic PHR timer, even without transmitting a PHR, when the uplink resource is first allocated for the new transmission since the MAC reset is performed, trigger a PHR, if the started periodic PHR timer expires, control the transceiver to transmit, to the base station, the triggered PHR , and start the expired periodic PHR timer after triggering the PHR.
5. The terminal of claim 4 , wherein the PHR is first transmitted since the MAC reset is performed.
6. The terminal of claim 4 , wherein the MAC reset is performed before a handover of the terminal.
7. A method of a base station in a wireless communication system, the method comprising: transmitting, to a terminal, first information related to an uplink resource first allocated for a new transmission since a medium access control (MAC) reset is performed in the terminal; receiving, from the terminal, a first message to confirm a handover without a power headroom report (PHR) based on the uplink resource; transmitting, to the terminal, second information related to another uplink resource after transmitting the first information; and receiving, from the terminal, a second message including a PHR based on the another uplink resource.
8. The method of claim 7 , wherein the PHR in the second message is firstly triggered since the MAC reset is performed.
9. A base station in a wireless communication system, the base station comprising: a transceiver; and a processor configured to control the transceiver to: transmit, to a terminal, first information related to an uplink resource first allocated for a new transmission since a medium access control (MAC) reset occurs is performed in the terminal; receive, from the terminal, a first message to confirm a handover without a power headroom report (PHR) based on the uplink resource; transmit, to the terminal, second information related to another uplink resource after transmitting the first information; and receive, from the terminal, a second message including a PHR based on the another uplink resource.
10. The base station of claim 9 , wherein the PHR in the second message is firstly triggered since the MAC reset is performed.
