1. A method comprising: receiving, by one or more devices, geographic information, the geographic information indicating a coverage area in which a user device is located, and the one or more devices including one or more server devices having authentication and mobility functions; determining, by the one or more devices and based on the geographic information, a first packet data gateway (PDG) device and a second PDG device associated with the coverage area; determining, by the one or more devices, a first priority of the first PDG device based on geographic proximity of a tracking area or a cell of the user device to the first PDG device; determining, by the one or more devices, a second priority of the second PDG device based on geographic proximity of the tracking area or the cell of the user device to the second PDG device; determining, before providing a first device identifier that identifies the first PDG device and a second device identifier that identifies the second PDG device, that the user device is configured to use at least one of the first device identifier or the second device identifier to access a core network via the first PDG device or the second PDG device; and providing, by the one or more devices and to the user device, the first device identifier, the second device identifier, and information that indicates the first priority of the first PDG device and the second priority of the second PDG device.
2. The method of claim 1 , where the core network is one of a long term evolution (LTE) evolved packet core (EPC) or a non-LTE network.
3. The method of claim 1 , where the one or more server devices are a mobility management entity (MME).
4. The method of claim 1 , where the first priority is determined further based on an amount of traffic being transmitted via the first PDG device.
5. The method of claim 1 , further comprising: determining, before determining the first PDG device and the second PDG device, that a particular capability is enabled in a service area of the one or more server devices.
6. The method of claim 1 , where receiving the geographic information comprises: receiving the geographic information from the user device and via a base station.
7. The method of claim 1 , where the first PDG device is a first evolved packet data gateway (ePDG) device associated with the first priority, where the second PDG device is a second ePDG device associated with the second priority, where the first priority is a higher priority than the second priority, and where the second ePDG device is located further from the tracking area or the cell, of the user device, than the first ePDG device.
8. A system comprising: one or more server devices including: a memory; and one or more processors to: receive geographic information, the geographic information indicating a coverage area in which a user device is located; determine, based on the geographic information, a first packet data gateway (PDG) device and a second PDG device associated with the coverage area; determine a first priority of the first PDG device based on geographic proximity of a tracking area or a cell of the user device to the first PDG device; determine a second priority of the second PDG device based on geographic proximity of the tracking area or the cell of the user device to the second PDG device; determine that the user device is configured to use at least one of a first device identifier or a second device identifier to access a core network via the first PDG device or the second PDG device; and provide, to the user device and after determining that the user device is configured to use the first device identifier or the second device identifier to access the core network via the first PDG device or the second PDG device, the first device identifier, the second device identifier, and information that indicates the first priority of the first PDG device and the second priority of the second PDG device.
9. The system of claim 8 , where the core network is one of a long term evolution (LTE) evolved packet core (EPC) or a non-LTE network.
10. The system of claim 8 , where the one or more server devices are a mobility management entity (MME).
11. The system of claim 8 , where the first priority is determined further based on an amount of traffic being transmitted via the first PDG device.
12. The system of claim 8 , where the one or more processors are further to: determine, before determining the first PDG device and the second PDG device, that a particular capability is enabled in a service area of the one or more server devices.
13. The system of claim 8 , where, when receiving the geographic information, the one or more processors are to: receive the geographic information from the user device and via a base station.
14. The system of claim 8 , where the first PDG device is a first evolved packet data gateway (ePDG) device associated with the first priority, where the second PDG device is a second ePDG device associated with the second priority, where the first priority is a higher priority than the second priority, and where the second ePDG device is located further from the tracking area or the cell, of the user device, than the first ePDG device.
15. A non-transitory computer-readable medium storing instructions, the instructions comprising: one or more instructions that, when executed by one or more processors of one or more server devices, cause the one or more processors to: receive geographic information, the geographic information indicating a coverage area in which a user device is located; determine, based on the geographic information, a first packet data gateway (PDG) device and a second PDG device associated with the coverage area; determine a first priority of the first PDG device based on geographic proximity of a tracking area or a cell of the user device to the first PDG device; determine a second priority of the second PDG device based on geographic proximity of the tracking area or the cell of the user device to the second PDG device; determine that the user device is configured to use a first device identifier that identifies the first PDG device or a second device identifier that identifies the second PDG device to access a core network via the first PDG device or the second PDG device; and provide, to the user device and after determining that the user device is configured to use the first device identifier or the second device identifier to access the core network via the first PDG device, the first device identifier, the second device identifier, and information that indicates the first priority of the first PDG device and the second priority of the second PDG device.
16. The non-transitory computer-readable medium of claim 15 , where the core network is one of a long term evolution (LTE) evolved packet core (EPC) or a non-LTE network.
17. The non-transitory computer-readable medium of claim 15 , where the one or more server devices are a mobility management entity (MME).
18. The non-transitory computer-readable medium of claim 15 , where the geographic information is received from the user device and via a base station.
19. The non-transitory computer-readable medium of claim 15 , where the first priority is a higher priority than the second priority, and where the second PDG device is located further from the coverage area than the first PDG device.
20. The non-transitory computer-readable medium of claim 15 , where the first device identifier comprises a fully qualified domain name (FQDN).
