A method, for a first base station, comprising: receiving a message from a second base station, wherein, based on the second base station having a backhaul interface to a third base station, the message comprises parameters of one or more cells of the third base station; receiving, from the second base station, a request to add the first base station as a secondary base station; and transmitting, to the second base station and based on the message, a request of a change of the secondary base station from the first base station to the third base station.
2. The method of claim 1 , wherein the second base station is capable of performing a dual-connectivity with the one or more cells of the third base station.
3. The method of claim 1 , wherein, based on the second base station having the backhaul interface to the third base station, the second base station is capable of performing a dual-connectivity with the one or more cells of the third base station.
4. The method of claim 1 , wherein the backhaul interface comprises at least one of: an X2 interface; or an Xn interface.
5. The method of claim 1 , wherein the message comprises at least one of: an X2 setup request message; an X2 setup response message; a base station configuration update message; a secondary base station addition request message; or a secondary base station modification request message.
6. The method of claim 1 , wherein: the first base station and the third base station are a new radio (NR) base station; and the second base station is a long-term evolution (LTE) base station.
7. The method of claim 1 , wherein the one or more cells of the third base station are one or more new radio (NR) cells.
8. The method of claim 1 , further comprising transmitting, by the first base station to the second base station, an acceptance of the request to add the first base station as the secondary base station.
9. The method of claim 1 , wherein the secondary base station is for establishing a dual-connectivity for a wireless device.
10. The method of claim 9 , further comprising receiving, by the first base station from the second base station, a response for the request of the change of the secondary base station, wherein the first base station releases a wireless device context of the wireless device based on the response.
11. The method of claim 9 , further comprising receiving, by the first base station from the wireless device, a measurement report for the one or more cells of the third base station, wherein the transmitting the request of the change of the secondary base station is based on the measurement report.
12. The method of claim 1 , further comprising determining, by the first base station and based on the message, the change of the secondary base station from the first base station to the third base station.
13. The method of claim 1 , wherein the request of the change of the secondary base station indicates a base station identifier of the third base station.
14. A method, for a first base station, comprising: receiving a message from a second base station, wherein, based on the second base station being capable of performing dual-connectivity with one or more cells of a third base station, the message comprises parameters of the one or more cells; receiving, from the second base station, a request to add the first base station as a secondary base station; and transmitting, to the second base station and based on the message, a request of a change of the secondary base station from the first base station to the third base station.
15. The method of claim 14 , wherein the second base station has a backhaul interface to the third base station.
16. The method of claim 15 , wherein based on the second base station having the backhaul interface to the third base station, the second base station is capable of performing the dual-connectivity with the one or more cells of the third base station.
17. The method of claim 15 , wherein the backhaul interface comprises at least one of: an X2 interface; or an Xn interface.
18. The method of claim 14 , wherein: the first base station and the third base station are a new radio (NR) base station; and the second base station is a long-term evolution (LTE) base station.
19. The method of claim 14 , wherein the one or more cells of the third base station are one or more new radio (NR) cells.
20. The method of claim 14 , wherein the secondary base station is for establishing a dual-connectivity for a wireless device.
