1. A method of authenticating the use of a shared transport vehicle by a transport user device, the method comprising: periodically polling, by a verification system of an access control system, first location information of a transport provider device associated with the shared transport vehicle; periodically polling, by the verification system, second location information of a first transport user device, wherein the first transport user device is associated with a first shared transport user; detecting, by the verification system, an establishment of a near-field communication between the transport provider device and the transport user device; detecting, by the verification system, and based on (i) a comparison of the first location information and the second location information and (ii) the detection of the establishment of the near-field communication, that the first transport user device is in transit proximity to the transport provider device; storing, at a storage device of the verification system, a shared transport status for the shared transport vehicle in response to detecting the first transport user device in transit proximity to the transport provider device; comparing, by an access server of the verification system, the shared transport status of the shared transport vehicle against access control rules; determining, by the access server of the verification system, an access for the shared transport vehicle based on comparing the shared transport status against the access control rules; and sending, by the access server of the verification system, the access for the shared transport vehicle to a receiving entity.

2. The method of claim 1 , wherein the receiving entity is a tolling system associated with a toll road, and wherein the tolling system applies discounted tolls based on the access.

3. The method of claim 1 , wherein the receiving entity is a tolling system associated with a shared vehicle incentive program, and wherein the tolling system applies discounted fares based on the access.

4. The method of claim 1 , wherein the receiving entity is a tolling system associated with a shared vehicle incentive program, and wherein the tolling system applies credits based on the access.

A computer system for authenticating the use of a shared transport vehicle by a transport user device, the system comprising: a memory having processor-readable instructions stored therein; and a processor configured to access the memory and execute the processor-readable instructions, which when executed by the processor configures the processor to perform a plurality of functions, including functions to: periodically poll, by a verification system of an access control system, first location information of a transport provider device associated with the shared transport vehicle; periodically poll, by the verification system, second location information of a first transport user device, wherein the first transport user device is associated with a first shared transport user; detect, by the verification system, an establishment of a near-field communication between the transport provider device and the transport user device; detect, by the verification system, and based on (i) a comparison of the first location information and the second location information and (ii) the detection of the establishment of the near-field communication, that the first transport user device is in transit proximity to the transport provider device; store, at a storage device of the verification system, a shared transport status for the shared transport vehicle in response to detecting the first transport user device in transit proximity to the transport provider device; compare, by an access server of the verification system, the shared transport status of the shared transport vehicle against access control rules; determine, by the access server of the verification system, an access for the shared transport vehicle based on comparing the shared transport status against the access control rules; and send, by the access server of the verification system, the access for the shared transport vehicle to a receiving entity.

11. The computer system of claim 10 , wherein the receiving entity is a tolling system associated with a toll road, and wherein the tolling system applies discounted tolls based on the access.
