9. The method of claim 8, wherein the one or more cell sites are operable based on at least one of a 4G network, E-UTRAN New Radio-Dual Connectivity (EN-DC) network, or 5G network.

13. The non-transitory computer-readable storage media of claim 10, wherein the user device is structured to receive the at least one first device signal and the at least one secondary device signal in the one or more geographic areas.

15. The non-transitory computer-readable storage media of claim 10, wherein at least one of the first telecom network or the second telecom network is operable based on at least one of a 4G network, E-UTRAN New Radio-Dual Connectivity (EN-DC) network, or 5G network.
