5. The memory system according to claim 1, wherein the memory controller processes an operation of transmitting a processing completion message on the command to the host, with at least a second time interval, so as to control the point of execution time of the command received from the host.

6. The memory system according to claim 5, wherein the memory controller is further configured to determine the second time interval based on the value of R.

8. The method according to claim 7, wherein the target memory block is a memory block which is selected for garbage collection.
