4. The method of claim 1, wherein the calculated win rate comprises a ratio between a number of packets successfully transmitted by a given gambler and a total number of packets transmitted by the given gambler.

5. The method of claim 4, wherein the gain-loss score is determined based at least in part on an adjusted win rate for the gambler, the adjusted win rate determined as the minimum of 1.0 and the calculated win rate plus a loss zero of the network.

6. The method of claim 5, wherein the loss zero of the network is an inherent network loss rate and is determined by transmitting a probe loss packet after the network is discharged.

7. The method of claim 1, wherein the set of high-performing first generation gamblers are selected based on having a high gain-loss score relative to an average gain-loss score of the plurality of first generation gamblers.

11. The at least one non-transitory medium of claim 9, wherein each first generation gambler of the plurality of first generation gamblers has a randomly generated transmission rate.

12. The at least one non-transitory medium of claim 9, wherein the calculated win rate comprises a ratio between a number of packets successfully transmitted by a given gambler and a total number of packets transmitted by the given gambler.

13. The at least one non-transitory medium of claim 12, wherein the gain-loss score is determined based at least in part on an adjusted win rate for the gambler, the adjusted win rate determined as the minimum of 1.0 and the calculated win rate plus a loss zero of the network.

18. The system of claim 15, wherein the calculated win rate comprises a ratio between a number of packets successfully transmitted by a given gambler and a total number of packets transmitted by the given gambler.
