21. The method of claim 13, further comprising receiving, from the base station, a media access control (MAC) deactivation command indicating deactivation of the control channel secondary cell for the wireless device.

22. The method of claim 13, further comprising maintaining configuration of control channel resources of the control channel secondary cell after the control channel secondary cell is deactivated for the wireless device.

The wireless device of claim 25, wherein the instructions, when executed by the one or more processors, further cause the wireless device to receive, from the base station, a media access control (MAC) deactivation command indicating deactivation of the control channel secondary cell for the wireless device.

The wireless device of claim 25, wherein the instructions, when executed by the one or more processors, further cause the wireless device to maintain configuration of control channel resources of the control channel secondary cell after the control channel secondary cell is deactivated for the wireless device.

45. The method of claim 37, further comprising transmitting a media access control (MAC) deactivation command indicating deactivation of a state of the control channel secondary cell.

46. The method of claim 37, further comprising maintaining configuration of control channel resources of the control channel secondary cell after a state of the control channel secondary cell is deactivated.

57. The system of claim 49, wherein the base station is further configured to transmit, to the wireless device, a media access control (MAC) deactivation command indicating deactivation of the control channel secondary cell for the wireless device.

59. The system of claim 49, wherein the wireless device is further configured to maintain configuration of control channel resources of the control channel secondary cell after the control channel secondary cell is deactivated for the wireless device.
