The method according to claim 1, wherein the data of the first type comprises one or more of: a PDU session identity (ID) information element (IE); an additional information IE; a payload container type IE; a payload container IE; a release assistance indication IE; and a cellular internet of things (CIoT) small data container IE.

9. The AMF according to claim 8, wherein the processor is configured to identify that the UE in idle mode, has an emergency protocol data unit (PDU) session.

12. The AMF according to claim 11, wherein the data of the second type comprises at least one data status information element (IE), the at least one data status IE comprises uplink data status IE.

13. The AMF according to claim 8, wherein the data of the first type comprises one or more of: non-cleartext information elements (IEs), the non-cleartext IEs comprising cellular internet of things (CIoT) user data; a short messaging service (SMS); and a location service message.

The AMF according to claim 8, wherein the data of the first type comprises one or more of: a PDU session identity (ID) information element (IE); an additional information IE; a payload container type IE; a payload container IE; a release assistance indication IE; or a cellular internet of things (CIoT) small data container IE.

17. The method according to claim 16, wherein the security mode command includes one or more of: an indicator for requesting retransmission of the first message; and an indication to apply a null encryption algorithm.

18. The method according to claim 15, wherein the data of the first type comprises one or more of: cellular internet of things (CIoT) user data; short messaging service (SMS); or location service message.

19. The method according to claim 15, wherein the first message comprises data of a second type, and wherein the retransmitted first message comprises the data of the second type.
