3. The vehicle dispatch system according to claim 1, wherein the processor is further configured to avoid using routes in which the required time is equal to or greater than the first time-threshold when calculating the number of remote assistance requests.

The vehicle dispatch system according to claim 1, wherein the processor is further configured to determine the vehicle dispatch route from among the routes which has the required time equal to or less than a second time threshold that is a larger value than the first time-threshold, when no route has the required time that is equal to or less than the first time-threshold.
