A method performed by a terminal in a communication system, the method comprising: receiving a radio resource control (RRC) message including configuration information associated with a medium access control (MAC) control element (CE) for a beam recovery, wherein the configuration information includes information on a reference signal received power (RSRP) threshold; triggering the beam recovery for a first cell; identifying whether a configuration of a physical uplink control channel (PUCCH) transmission associated with a beam recovery request is provided for the terminal; and in case that the configuration of the PUCCH transmission is provided for the terminal: transmitting a scheduling request (SR) for an uplink resource based on the configuration of the PUCCH transmission, receiving resource allocation information of the uplink resource, and transmitting the MAC CE for the beam recovery on the uplink resource based on the configuration information associated with the MAC CE for the beam recovery.
2. The method of claim 1, wherein the MAC CE for the beam recovery includes information on a beam associated with the beam recovery, and wherein the beam is identified based on the RSRP threshold.
3. The method of claim 1, wherein the MAC CE for the beam recovery is prioritized in a specific order.
4. The method of claim 1, further comprising, in case that the configuration of the PUCCH transmission is not provided for the terminal: transmitting a random access preamble of a random access procedure; receiving a random access response of the random access procedure; and transmitting the MAC CE for the beam recovery in a message 3 of the random access procedure after reception of the random access response.

The method of claim 1, further comprising: triggering the beam recovery for a second cell different from the first cell; transmitting a random access preamble to the second cell; receiving a random access response from the second cell; and transmitting the MAC CE for the beam recovery for the second cell based on the configuration information and the random access response.
6. A terminal in a communication system, the terminal comprising: a transceiver; and a processor coupled with the transceiver and configured to: receive a radio resource control (RRC) message including configuration information associated with a medium access control (MAC) control element (CE) for a beam recovery, wherein the configuration information includes information on a reference signal received power (RSRP) threshold, trigger the beam recovery for a first cell, identify whether a configuration of a physical uplink control channel (PUCCH) transmission associated with a beam recovery request is provided for the terminal, and in case that the configuration of the PUCCH transmission is provided for the terminal, the processor is further configured to: transmit a scheduling request (SR) for an uplink resource based on the configuration of the PUCCH transmission, receive resource allocation information of the uplink resource, and transmit the MAC CE for the beam recovery on the uplink resource based on the configuration information associated with the MAC CE for the beam recovery.
7. The terminal of claim 6, wherein the MAC CE for the beam recovery includes information on a beam associated with the beam recovery, and wherein the beam is identified based on the RSRP threshold.
8. The terminal of claim 6, wherein the MAC CE for the beam recovery is prioritized in a specific order.
9. The terminal of claim 6, wherein, in case that the configuration of the PUCCH transmission is not provided for the terminal, the processor is further configured to: transmit a random access preamble of a random access procedure; receive a random access response of the random access procedure; and transmit the MAC CE for the beam recovery in a message 3 of the random access procedure after reception of the random access response.
10. The terminal of claim 6, wherein the processor is further configured to: trigger the beam recovery for a second cell different from the first cell; transmit a random access preamble to the second cell; receive a random access response from the second cell; and transmit the MAC CE for the beam recovery for the second cell based on the configuration information and the random access response.
11. A method performed by a base station in a communication system, the method comprising: transmitting, to a terminal, a radio resource control (RRC) message including configuration information associated with a medium access control (MAC) control element (CE) for a beam recovery, wherein the configuration information includes information on a reference signal received power (RSRP) threshold; and in case that a configuration of a physical uplink control channel (PUCCH) transmission is provided for the terminal: receiving, from the terminal, a scheduling request (SR) for an uplink resource associated with the configuration of the PUCCH transmission, transmitting, to the terminal, resource allocation information of the uplink resource, and receiving, from the terminal, the MAC CE for the beam recovery for a first cell on the uplink resource.
12. The method of claim 11, wherein the MAC CE for the beam recovery includes information on a beam associated with the beam recovery, and wherein the beam is based on the RSRP threshold.
13. The method of claim 11, wherein the MAC CE for the beam recovery is prioritized in a specific order.

The method of claim 11, further comprising, in case that the configuration of the PUCCH transmission is not provided for the terminal: receiving, from the terminal, a random access preamble of a random access procedure; transmitting, to the terminal, a random access response of the random access procedure; and receiving, from the terminal, the MAC CE for the beam recovery in a message 3 of the random access procedure after transmission of the random access response.

The method of claim 11, further comprising: receiving, from the terminal, a random access preamble on a second cell different from the first cell; transmitting, to the terminal, a random access response on the second cell; and receiving, from the terminal, the MAC CE for the beam recovery for the second cell associated with the configuration information and the random access response.

A base station in a communication system, the base station comprising: a transceiver; and a processor coupled with the transceiver and configured to: transmit, to a terminal, a radio resource control (RRC) message including configuration information associated with a medium access control (MAC) control element (CE) for a beam recovery, wherein the configuration information includes information on a reference signal received power (RSRP) threshold, and in case that a configuration of a physical uplink control channel (PUCCH) transmission is provided for the terminal, the processor is further configured to: receive, from the terminal, a scheduling request (SR) for an uplink resource associated with the configuration of the PUCCH transmission, transmit, to the terminal, resource allocation information of the uplink resource, and receive, from the terminal, the MAC CE for the beam recovery for a first cell on the uplink resource.
17. The base station of claim 16, wherein the MAC CE for the beam recovery includes information on a beam associated with the beam recovery, and wherein the beam is based on the RSRP threshold.
18. The base station of claim 16, wherein the MAC CE for the beam recovery is prioritized in a specific order.

The base station of claim 16, wherein, in case that the configuration of the PUCCH transmission is not provided for the terminal, the processor is further configured to: receive, from the terminal, a random access preamble of a random access procedure; transmit, to the terminal, a random access response of the random access procedure; and receive, from the terminal, the MAC CE for the beam recovery in a message 3 of the random access procedure after transmission of the random access response.

The base station of claim 16, wherein the processor is further configured to: receive, from the terminal, a random access preamble on a second cell different from the first cell; transmit, to the terminal, a random access response on the second cell; and receive, from the terminal, the MAC CE for the beam recovery for the second cell associated with the configuration information and the random access response.
