2. The terminal according to claim 1, wherein the timing of end of an operation of application of the deactivation command is time of five measurement samples of the pathloss reference signal.
3. A radio communication method for a terminal, comprising: receiving an activation command of a pathloss reference signal and a deactivation command of the pathloss reference signal; determining a timing of end of an operation of application of the activation command by using a fixed time and a time between a physical downlink shared channel (PDSCH) transmission that includes the activation command and an acknowledgment of the PDSCH transmission, and determining a timing of end of an operation of application of the deactivation command based on the deactivation command; and determining an active duration of the pathloss reference signal by the timing of end of an operation of application of the activation command and the timing of end of an operation of application of the deactivation command, wherein the timing of end of an operation of application of the deactivation command is later than a specific time, given by adding a time for the pathloss measurement to 3 subframe time, after transmission of a hybrid automatic repeat request acknowledgement (HARQ-ACK) information for the deactivation command.
4. A base station comprising: a transmitter that transmits an activation command of a pathloss reference signal and a deactivation command of the pathloss reference signal; and a processor that determines a timing of end of an operation of application of the activation command by using a fixed time and a time between a physical downlink shared channel (PDSCH) transmission that includes the activation command and an acknowledgment of the PDSCH transmission, and determines a timing of end of an operation of application of the deactivation command based on the deactivation command, wherein the processor determines an active duration of the pathloss reference signal by the timing of end of an operation of application of the activation command and the timing of end of an operation of application of the deactivation command, wherein the timing of end of an operation of application of the deactivation command is later than a specific time, given by adding a time for the pathloss measurement to 3 subframe time, after transmission of a hybrid automatic repeat request acknowledgement (HARQ-ACK) information for the deactivation command.

A system comprising a terminal and a base station, wherein the terminal comprises: a receiver that receives an activation command of a pathloss reference signal and a deactivation command of the pathloss reference signal; and a processor that determines a timing of end of an operation of application of the activation command by using a fixed time and a time between a physical downlink shared channel (PDSCH) transmission that includes the activation command and an acknowledgment of the PDSCH transmission, and determines a timing of end of an operation of application of the deactivation command based on the deactivation command, wherein the processor determines an active duration of the pathloss reference signal by the timing of end of an operation of application of the activation command and the timing of end of an operation of application of the deactivation command, wherein the timing of end of an operation of application of the deactivation command is later than a specific time, given by adding a time for the pathloss measurement to 3 subframe time, after transmission of a hybrid automatic repeat request acknowledgement (HARQ-ACK) information for the deactivation command, and the base station transmits the activation command.
