1. A method of generating a program signal stream, the method comprising: creating, using an encoder, a sequence of serial programs, the sequence of serial programs including a first event and a second event occurring after the first event; and operating the encoder to insert a plurality of segmentation messages in the sequence of serial programs, said plurality of segmentation messages including a first segmentation message, the first segmentation message including: first information indicating a first time between said first segmentation message in said sequence of serial programs and said first event; and second information providing information on a second time, said second time being a time from said first segmentation message to said second event.

2. The method of claim 1 , wherein the first event is the start of a program segment; and wherein the second information includes the second time or indicates the duration of the program segment.

The method of claim 1 , wherein the first event is a start of a program portion and the second event is an end of the program portion, the method comprising: inserting a plurality of additional segmentation messages in the sequence of serial programs between the start of the program portion and the end of the program portion.

The method claim 3 , wherein at least one of said additional segmentation messages includes information indicating an elapsed time which has passed from the start of said program portion and additional information indicating the time from the additional message to the end of said program portion; and wherein the program portion is one of a chapter, advertisement, unscheduled content or an entire program.

5. The method of claim 1 , wherein the first segmentation message precedes the first event; wherein said first information indicating a first time is a time to the first event; and wherein said second information providing information on a second time include a time to the second event.

6. The method of claim 1 , further comprising: including in said sequence of serial programs, a segmentation message including table of all segmentation points in at least one of said serial programs.

7. The method of claim 1 , wherein when the time to an event is undetermined, the method comprises: inserting a message in the sequence of serial programs indicating an anticipated time to the event having an undetermined time.

8. The method of claim 7 , further comprising: providing the sequence of serial programs to a cable system.

9. The method of claim 1 , further comprising: providing the sequence of serial programs to a set-top terminal.

A method of generating a program signal stream, the method comprising: creating, using an encoder, a sequence of serial programs, the sequence of serial programs including a first event and a second event occurring after the first event; and inserting a plurality of segmentation messages in the sequence of serial programs, between the first event and the second event, at least one message in said plurality of segmentation messages including: first information indicating an elapsed time since the first event to said at least one message; and second information providing information on a time to the second event as measured from said at least one message.

The method of claim 10 , wherein the first event is the start of a first program and the second event is the end of the first program; and wherein inserting a plurality of segmentation messages includes inserting segmentation messages at a fixed time spacing such that multiple segmentation messages in said plurality of segmentation messages are evenly spaced.

The method of claim 10 , wherein the first event is a start of a program portion and the second event is an end of the program portion, said program portion corresponding to a single program, the method further comprising: inserting a plurality of messages in the sequence of serial programs between the start of the program portion and the end of the program portion

13. The method claim 12 , wherein the program portion is one of a chapter, advertisement, unscheduled content or an entire program.

14. The method of claim 12 , further comprising: inserting at least one message in the sequence of serial programs prior to the first event, said at least one message being indicative of the time to the second event, as measured from the at least one message.

15. The method of claim 10 , wherein the second event is an end of a program portion.

16. The method of claim 10 , further comprising: inserting in the sequence of serial programs a segmentation message indicative of an anticipated time to an event having an undetermined event time.

17. The method of claim 16 , further comprising: providing the sequence of serial programs to a cable system.

18. The method of claim 16 , further comprising: providing the sequence of serial programs to a set-top terminal.

A method for presenting programming content, the method comprising: receiving, at a set top terminal, a sequence of serial programs, the sequence of serial programs, including a first event and a second event occurring after the first event; and receiving a plurality of messages in the sequence, the messages being between the first event and the second event, at least one messages in said plurality of messages including: first information indicating an elapsed time since the first event to said at least one message; and second information providing information on a time to the second event as measured from said at least one message.

20. The method of claim 19 , wherein said first event is the start of a portion of a first program; wherein said second event is the end of said portion of the first program.

21. The method of claim 19 , further comprising: receiving in said sequence of programs, a segmentation message including a table of all segmentation points in at least one of said serial programs.
