1. A method for radio resource management between a User Equipment (UE) and an Evolved Node B (ENB) in a mobile communication system, the method comprising the steps of: when the UE enters a discontinuous reception mode in which the UE discontinuously receives data, starting a timer having a predetermined length; when a new data transmission or reception occurs before the timer expires, restarting the timer; after the timer restarts, transmitting uplink control information through radio resources allocated for the transmission of the uplink control information while the UE operates in a Radio Resource Control (RRC) connected mode; and when the timer expires, recognizing a release of radio resources allocated for transmission of the uplink control information, and stopping the transmission of the uplink control information through the radio resources.

2. The method of claim 1 , wherein the timer indicates a threshold of an inactivity period in which the UE does not exchange data with the ENB.

3. The method of claim 1 , wherein the transmission of the uplink control information comprises transmitting Channel Quality Information (CQI).

4. The method of claim 1 , wherein the transmission of the uplink control information comprises transmitting an Acknowledgement (ACK) or Non-Acknowledgement (NACK) signal in response to a downlink transmission.

5. The method of claim 1 , wherein the transmission of the uplink control information comprises transmitting sounding information.

A User Equipment (UE) apparatus for radio resource management in a mobile communication system, comprising: a measurement unit for performing a measurement for a downlink pilot channel; a control information generation unit for generating uplink control information using the measurement by the measurement unit; a timer that starts when the UE enters a discontinuous reception mode in which the UE discontinuously receives data and restarts when a new data transmission or reception occurs during the discontinuous reception mode in which data is discontinuously received; and a transmitter/receiver for transmitting, after the timer restarts, uplink control information through radio resources allocated for transmission of the uplink control information by an ENB while the UE operates in a Radio Resource Control (RRC) connected mode, and recognizing a release of the radio resources and stopping the transmission of the uplink control information through the radio resources when the timer expires.

7. The UE apparatus of claim 6 , wherein the timer operates until it reaches a threshold of an inactivity period in which the UE does not exchange data with the ENB.

8. The UE apparatus of claim 6 , wherein the uplink control information comprises Channel Quality Information (CQI).
