1. A portable device for use in diagnosis, test or maintenance of a vehicle, comprising: a housing containing a processor, said processor configured to receive and process locally generated wireless electronic signals providing an indication of a position of the device, and therefore a position of an operator, relative to specific locations in or about a vehicle as the operator moves in or about the vehicle; a transmitter and receiver within said housing for communicating over a wireless communication link to a remote control and management center; an antenna coupled to said transmitter and receiver; a graphical screen display; an interactive user input mechanism; and a memory for durably storing diagnostic or test information generated at least in part from data entered by the operator of the device via the interactive user input mechanism; wherein said portable device does not need to be connected by a wire or cable to the vehicle when operating to receive or store diagnostic or test information relating to the vehicle; and wherein said processor is configured to display, receive or transmit information dependent upon a derived position of the device or operator relative to a specific location in or about the vehicle.
2. The portable device of claim 1 , wherein the indication of relative position is provided at least in part from position sensors located around the vehicle.
3. The portable device of claim 1 , wherein the transmitter is a radio frequency transmitter, and wherein the receiver is a radio frequency receiver.
4. The portable device of claim 3 , wherein the radio frequency receiver receives electronic signals from at least one wireless ground station in the vicinity of the vehicle providing an indication of position.
5. The portable device of claim 4 , wherein the radio frequency transmitter and radio frequency receiver communicate with the wireless ground station using a short-range non-cellular radio frequency communication link.
6. The portable device of claim 3 , wherein the radio frequency receiver concurrently receives electronic signals from a plurality of wireless ground stations in the vicinity of the vehicle, and wherein the processor is configured to receive one or more of the electronic signals from the radio frequency receiver and to process the one or more electronic signals to derive a position of the device relative to the vehicle.
7. The portable device of claim 1 , wherein said vehicle is a transit vehicle.
8. The portable device of claim 1 , wherein said interactive user input mechanism comprises a touchscreen.
9. The portable device of claim 1 , wherein said transmitter transmits the vehicle-related diagnostic or test data from the memory of the device to a diagnostic database at the remote control and management center.
10. The portable device of claim 9 , wherein the radio frequency transmitter and radio frequency receiver communicate wireless with an on-board vehicle control network having a wireless interface.
11. The portable device of claim 9 , wherein the radio frequency receiver receives electronic signals from at least one wireless ground station in the vicinity of the vehicle providing an indication of position.
12. The portable device of claim 11 , wherein the radio frequency transmitter and radio frequency receiver communicate with the wireless ground station using a short-range non-cellular radio frequency communication link.
13. The portable device of claim 9 , wherein the radio frequency receiver concurrently receives electronic signals from a plurality of wireless ground stations in the vicinity of the vehicle, and wherein the processor is configured to receive one or more of the electronic signals from the radio frequency receiver and to process the one or more electronic signals to derive a position of the device relative to the vehicle.
14. The portable device of claim 9 , wherein said vehicle is a transit vehicle.
15. The portable device of claim 9 , wherein said interactive user input mechanism comprises a touchscreen.
16. The portable device of claim 9 , wherein said radio frequency transmitter transmits the vehicle-related diagnostic or test data from the memory of the device to a remote diagnostic database.
17. A portable device for use in diagnosis, test or maintenance of a vehicle, comprising: a housing; a processor configured to process locally generated wireless electronic signals providing an indication of a position of the device, and therefore a position of an operator, relative to specific locations in or about a vehicle as the operator moves in or about the vehicle in connection with diagnoses, test or maintenance activities; a radio frequency transmitter and radio frequency receiver for communicating over a wireless communication link to a remote control and management center; an antenna coupled to said transmitter and receiver; a graphical screen display; an interactive user input mechanism; and a memory for durably storing diagnostic or test information generated at least in part from data entered by the operator of the device via the interactive user input mechanism; wherein said portable device does not need to be connected by a wire or cable to the vehicle when operating to receive or store diagnostic or test information relating to the vehicle; and wherein said processor is configured to display, receive or transmit information dependent upon a derived position of the device or operator relative to a specific location in or about the vehicle.
18. The portable device of claim 17 , wherein the indication of relative position is provided at least in part from position sensors located around the vehicle.
19. A portable device for use in diagnosis, test or maintenance of a vehicle, comprising: a housing; a radio frequency receiver within or connected to said housing for receiving locally-generated radio frequency electronic signals providing a positional indication of the portable device, and hence an operator of the portable device, relative to specific locations within an interior of a vehicle or adjacent to the vehicle as the operator moves within or adjacent to the vehicle; an antenna coupled to said radio frequency receiver; a graphical screen display; an interactive user input mechanism; and a memory within or connected to said housing for durably storing diagnostic or test information relating to the vehicle and generated at least in part from data entered by the operator of the device via the interactive user input mechanism; wherein said portable device is not connected by a wire or cable to the vehicle when receiving or storing the diagnostic or test information relating to the vehicle; and wherein said portable device displays, receives or transmits information dependent upon the position of the portable device or operator relative to the vehicle.
20. The portable device of claim 19 , further comprising a radio frequency transmitter for communicating said diagnostic or test information over a wireless communication link to a remote control and management center.
21. The portable device of claim 19 , wherein the indication of relative position is provided at least in part from position sensors located around the vehicle.
22. The portable device of claim 19 , wherein a vehicle identifier is entered via the interactive user input mechanism and stored in said memory.
23. The portable device of claim 19 , further comprising a processor for processing diagnostic or test information relating to the vehicle and storing the diagnostic or test information in said memory.
24. A method for facilitating diagnosis, test or maintenance of a vehicle, comprising: providing a portable wireless handheld device adapted to be manually carried in or about a vehicle by an operator; determining a position of the portable wireless handheld device, and hence the operator, relative to locations in or about the vehicle as the operator moves in or about the vehicle; generating vehicle-related test or diagnostic data using the portable wireless handheld device based at least in part on selections entered into the portable wireless handheld device by the operator thereof, without the portable wireless handheld device being connected by wire or cable to the vehicle; displaying information on a display of the portable wireless handheld device, or receiving information from or transmitting information to the portable wireless handheld device, dependent upon the determined position of the device or operator relative to the vehicle; and wirelessly transmitting the vehicle-related test or diagnostic data from the portable wireless handheld device to a remote vehicle database.
25. The method of claim 24 , wherein determining the position of the portable wireless handheld device relative to the vehicle involves using locally generated radio frequency signals generated by the portable wireless handheld device.
26. The method of claim 24 , further comprising using the relative position information to retrieve data pertaining to the vehicle.
27. The method of claim 24 , further comprising durably storing the diagnostic or test information in a memory of the portable wireless handheld device.
28. The method of claim 27 , further comprising entering a vehicle identifier using the interactive user input mechanism of the portable wireless handheld device, and storing the vehicle identifier in said memory.
