1. An operating method of a receiving apparatus in a wireless communication system, the method comprising: detecting a first resource allocation information for at least one anchor component carrier (CC) and a second resource allocation information for at least one non-anchor CC in a first time period of at least one sub-frame; transmitting data to a transmitting apparatus through the anchor CC and the non-anchor CC using the first resource allocation information and the second resource allocation information, respectively, in a second time period of at least one sub-frame after the first time period; detecting a third resource allocation information for the non-anchor CC in a third time period of at least one sub-frame after the second time period, at which acknowledgement (ACK) for the data transmission through the anchor CC and non-acknowledgement (NACK) for the data transmission through the non-anchor CC are received; and retransmitting the data to the transmitting apparatus through the non-anchor CC using the third resource allocation information in a fourth time period of at least one sub-frame after the third time period.

The method of claim 1 , wherein detecting a first resource allocation information for at least one anchor component carrier (CC) and a second resource allocation information for at least one non-anchor CC in a first time period comprises: detecting the first resource allocation information for the anchor CC in all time periods including the first time period; and detecting the second resource allocation information for the non-anchor CC in the first time period.

3. The method of claim 1 , further comprising: detecting resource allocation information for the anchor CC in the third time period.

4. The method of claim 1 , further comprising: not transmitting data to the transmitting apparatus through the anchor CC in the fourth time period.

5. The method of claim 1 , wherein the first time period, the second time period, the third time period and the fourth time period have a certain time interval.

6. The method of claim 1 , wherein the first time period, the second time period, the third time period and the fourth time period comprise time periods by sub-frame.

7. The method of claim 1 , wherein the transmitting apparatus comprises eNode B, and the receiving apparatus comprises a User Equipment (UE).

An operating method of a transmitting apparatus in a wireless communication system, the method comprising: allocating and transmitting a first resource allocation information for at least one anchor component carrier (CC) and a second resource allocation information for at least one non-anchor CC in a first time period of at least one sub-frame; receiving data from a receiving apparatus through the anchor CC and the non-anchor CC using the first resource allocation information and the second resource allocation information, respectively, in a second time period of at least one sub-frame after the first time period; transmitting a third resource allocation information for the non-anchor CC in a third time period of at least one sub-frame after the second time period, with acknowledgement (ACK) for the data reception through the anchor CC and non-acknowledgement (NACK) for the data reception through the non-anchor CC; and receiving retransmission data from the receiving apparatus through the non-anchor CC using the third resource allocation information in a fourth time period of at least one sub-frame after the third time period.

9. The method of claim 8 , further comprising: transmitting resource allocation information for the anchor CC in the third time period.

10. The method of claim 8 , wherein in the fourth time period, data from the receiving apparatus through the anchor CC is not received.

11. The method of claim 8 , wherein the first time period, the second time period, the third time period and the fourth time period have a certain time interval.

A receiving apparatus in a wireless communication system, the apparatus comprising: a detector; and a transmitter, wherein the detector is configured to detect a first resource allocation information for at least one anchor component carrier (CC) and a second resource allocation information for at least one non-anchor CC in a first time period of at least one sub-frame, wherein the transmitter is configured to transmit data to a transmitting apparatus through the anchor CC and the non-anchor CC using the first resource allocation information and the second resource allocation information, respectively, in a second time period of at least one sub-frame after the first time period, wherein the detector is configured to detect a third resource allocation information for the non-anchor CC in a third time period of at least one sub-frame after the second time period, at which acknowledgement (ACK) for the data transmission through the anchor CC and non-acknowledgement (NACK) for the data transmission through the non-anchor CC are received, and wherein the transmitter is configured to retransmit the data to the transmitting apparatus through the non-anchor CC using the third resource allocation information in a fourth time period of at least one sub-frame after the third time period.

15. The apparatus of claim 14 , wherein the detector is configured to: detect the first resource allocation information for the anchor CC in all time periods including the first time period; and detect the second resource allocation information for the non-anchor CC in the first time period.

16. The apparatus of claim 14 , wherein the detector is further configured to detect resource allocation information for the anchor CC in the third time period.

17. The apparatus of claim 14 , wherein the transmitter is configured not to transmit data to the transmitting apparatus through the anchor CC in the fourth time period.

A transmitting apparatus in a wireless communication system, the apparatus comprising: an allocator; a transmitter; and a receiver, wherein the allocator is configured to allocate a first resource allocation information for at least one anchor component carrier (CC) and a second resource allocation information for at least one non-anchor CC in a first time period of at least one sub-frame, wherein the transmitter is configured to transmit the first resource allocation information for the anchor CC and the second resource allocation information for the non-anchor CC to a receiving apparatus, wherein the receiver is configured to receive data from the receiving apparatus through the anchor CC and the non-anchor CC using the first resource allocation information and the second resource allocation information, respectively, in a second time period of at least one sub-frame after the first time period, wherein the transmitter is configured to transmit a third resource allocation information for the non-anchor CC in a third time period of at least one sub-frame after the second time period, with acknowledgement (ACK) for the data reception through the anchor CC and non-acknowledgement (NACK) for the data reception through the non-anchor CC, and wherein the receiver is configured to receive retransmission data from the receiving apparatus through the non-anchor CC using the third resource allocation information in a fourth time period of at least one sub-frame after the third time period.

22. The apparatus of claim 21 , wherein the transmitter is configured to transmit resource allocation information for the anchor CC in the third time period.
