A method comprising: receiving, by a wireless device from a base station, at least one message comprising: configuration parameters of a plurality of cells comprising a plurality of secondary cells, the plurality of cells grouped into a plurality of physical uplink control channel (PUCCH) groups comprising: a primary PUCCH group comprising a primary cell with a primary PUCCH transmitted to the base station; and a secondary PUCCH group comprising a plurality of secondary cells, the plurality of secondary cells comprising a PUCCH secondary cell with a secondary PUCCH transmitted to the base station; and a deactivation timer value for a deactivation timer of the PUCCH secondary cell; keeping, by the wireless device, the PUCCH secondary cell active if: the deactivation timer with the deactivation timer value expires in a subframe; and there is an activated secondary cell in the secondary PUCCH group in the subframe, wherein the activated secondary cell is different from the PUCCH secondary cell.
2. The method of claim 1 , further comprising deactivating the PUCCH secondary cell if: the deactivation timer expires in the subframe; and each secondary cell, except the PUCCH secondary cell in the subframe, in the secondary PUCCH group is deactivated.
3. A method of claim 1 , further comprising maintaining configuration of PUCCH resources of the PUCCH secondary cell when the PUCCH secondary cell is deactivated.
4. The method of claim 1 , further comprising restarting the deactivation timer when a physical downlink control channel (PDCCH) on the PUCCH secondary cell indicates an uplink grant or a downlink assignment.
5. The method of claim 1 , further comprising restarting the deactivation timer when a PDCCH on a cell scheduling the PUCCH secondary cell indicates an uplink grant or a downlink assignment for the PUCCH secondary cell.
6. The method of claim 1 , wherein the at least one message further comprises configuration parameters of the PUCCH resources of the PUCCH secondary cell.
7. The method of claim 1 , wherein the at least one message maps each of the at least one secondary cell to one of the primary PUCCH group or the secondary PUCCH group.
8. The method of claim 1 , further comprising transmitting on the PUCCH secondary cell at least one of the following: channel state information; positive acknowledgement and negative acknowledgement; and a scheduling request.
9. A method comprising: transmitting, by a base station to a wireless device, at least one message comprising: configuration parameters of a plurality of cells comprising a plurality of secondary cells, the plurality of cells grouped into a plurality of physical uplink control channel (PUCCH) groups comprising: a primary PUCCH group comprising a primary cell with a primary PUCCH received by the base station; and a secondary PUCCH group comprising a plurality of secondary cells, the plurality of secondary cells comprising a PUCCH secondary cell with a secondary PUCCH received by the base station; and a deactivation timer value for a deactivation timer of the PUCCH secondary cell; keeping a state of the PUCCH secondary cell active for the wireless device if: the deactivation timer with the deactivation timer value expires in a subframe; and there is an activated secondary cell in the secondary PUCCH group in the subframe, wherein the activated secondary cell is different from the PUCCH secondary cell.
10. The method of claim 9 , further comprising deactivating the PUCCH secondary cell for the wireless device if: the deactivation timer expires in the subframe; and each secondary cell, except the PUCCH secondary cell in the subframe, in the secondary PUCCH group is deactivated.
11. A method of claim 9 , further comprising maintaining configuration of PUCCH resources of the PUCCH secondary cell, when the PUCCH secondary cell is deactivated.
12. The method of claim 9 , further comprising restarting the deactivation timer of the PUCCH secondary cell when a physical downlink control channel (PDCCH) on the PUCCH secondary cell indicates an uplink grant or a downlink assignment.
13. The method of claim 9 , further comprising restarting the deactivation timer of the PUCCH secondary cell when a PDCCH on a cell scheduling the PUCCH secondary cell indicates an uplink grant or a downlink assignment for the PUCCH secondary cell.
14. The method of claim 9 , wherein the at least one message further comprises configuration parameters of the PUCCH resources of the PUCCH secondary cell.
15. The method of claim 9 , wherein the at least one message assigns each of the at least one secondary cell to one of the primary PUCCH group or the secondary PUCCH group.
16. The method of claim 9 , further comprising receiving on the PUCCH secondary cell at least one of the following: channel state information; positive acknowledgement and negative acknowledgement; and a scheduling request.
17. A method comprising: receiving, by a wireless device from a base station, at least one message comprising: configuration parameters of a plurality of cells comprising a plurality of secondary cells, the plurality of cells grouped into a plurality of physical uplink control channel (PUCCH) groups comprising: a primary PUCCH group comprising a primary cell with a primary PUCCH transmitted to the base station; and a secondary PUCCH group comprising a plurality of secondary cells, the plurality of secondary cells comprising a PUCCH secondary cell with a secondary PUCCH transmitted to the base station; and a deactivation timer value for a deactivation timer of the PUCCH secondary cell; restarting the deactivation timer if one of the following occurs: a physical downlink control channel (PDCCH) on the PUCCH secondary cell indicates an uplink grant or a downlink assignment; and the PDCCH on a cell scheduling the PUCCH secondary cell indicates an uplink grant or a downlink assignment for the PUCCH secondary cell; deactivating the PUCCH secondary cell if: the deactivation timer expires in a subframe; and each secondary cell, except the PUCCH secondary cell in the secondary PUCCH group is deactivated in the subframe; and keeping, by the wireless device, the PUCCH secondary cell active if: the deactivation timer with the deactivation timer value expires in the subframe; and there is an activated secondary cell in the secondary PUCCH group in the subframe, wherein the activated secondary cell is different from the PUCCH secondary cell.
18. A method of claim 17 , further comprising maintaining configuration of PUCCH resources of the PUCCH secondary cell when the PUCCH secondary cell is deactivated.
19. The method of claim 17 , wherein the at least one message further comprises configuration parameters of the PUCCH resources of the PUCCH secondary cell.
20. The method of claim 17 , wherein the at least one message assigns each of the at least one secondary cell to one of the primary PUCCH group or the secondary PUCCH group.
