The voltage source (109) is designed to apply a first electric voltage to the first electrode (101) and the measuring device (107) is designed to measure a second electric voltage at the second electrode (103). At least part of the first electrode (101) and at least part of the second electrode (103) are immersed in a flowing liquid.
