A method for applying a digital watermark to a content signal is disclosed. In accordance with such a method, a watermarking key is identified. The watermarking key includes a binary sequence and information describing application of that binary sequence to the content signal. The digital watermark is then encoded within the content signal at one or more locations determined by the watermarking key.

7. The method of claim 1 , wherein said digital watermark comprises one or a plurality of the following digital watermark information: title identification; unit measure; unit price; percentage transfer threshold at which liability is incurred to purchaser; percent of content transferred; authorized purchaser identification; seller account identification; payment means identification; digitally signed information from sender indicating percent of content transferred; digitally signed information from receiver indicating percent of content received; upgrade information; serialization information; trusted information; ownership information; audit trail information; content metering information; transaction information; combinations thereof.
8. The method of claim 7 , wherein said digital watermark represents references to at least one of the said digital watermark information.
9. The method of claim 1 , further comprising determining from said content signal, whether said digital watermark is valid.
10. The method of claim 9 , wherein said determining comprises obtaining, from said content signal, a registration of said digital watermark.
11. The method of claim 9 , wherein said registration is digitally signed, and further comprising checking validity of said digital signature.
12. The method of claim 9 , wherein said registration is encrypted, and further comprising decrypting the encrypted registration.
13. The method of claim 9 , further comprising refusing to archive said content signal if said determining step indicates that said digital watermark is not valid.
14. The method of claim 9 , further comprising determining whether to archive said content signal depending upon whether said content signal is valid.
15. A system for decoding digital watermarks, comprising: a digital watermark decoder configured to use a processor and a key that comprises information describing where in the content signal a digital watermark is encoded, to decode said digital watermark.
16. The system of claim 15 , wherein said digital watermark decoder comprises a software program.
17. The system of claim 15 , wherein said digital watermark decoder comprises a hardware device.
18. The system of claim 15 , wherein the digital watermark decoder is configured to use a key to detect a plurality of digital watermarks within a content signal.
19. The system of claim 15 , wherein the digital watermark decoder comprises software embedded in hardware that is programmed to search for any watermarks in any data that is stored within a memory of the hardware.
20. The system of claim 15 , wherein the digital watermark decoder comprises a content distribution system that is programmed to search for any watermarks that might be embedded into a content signal.
21. The system of claim 15 , wherein the digital watermark decoder comprises a scanner that searches for any digital watermarks that might be embedded into the data being scanned.
22. A device for decoding digital watermarks, the device comprising: a receiver for receiving a content signal encoded with a digital watermark; and a decoder, configured to use a processor and a key that comprises information describing where in said content signal said digital watermark is encoded, to decode said digital watermark from said content signal.
